Prof Steven Broomhead MBE

Steven is the Chief Executive at Warrington Borough Council and chaired Warrington’s Health and Wellbeing Board for nine years. He was also the council’s Chief Executive from 1997 to 2003.

Steven holds the Chair of Entrepreneurial Education at Liverpool Hope University.

From 2003 to 2011, he was Chief Executive of the North West Development Agency - responsible for a budget of £1bn per year for the economic development and regeneration of the North West. Major projects he worked on included Media City UK, Chester Zoo, Liverpool School of Tropical Medicine, Liverpool Waterfront and Capital of Culture 2008.

Steven is the Non-Executive Vice Chairman of Warrington Wolves Rugby Super League Football Club and was its Chairman from 2009 to 2018. He is also the Founding Chairman of ‘State of Mind’, a mental health awareness campaign.

Prior to working in local government, Steven was Principal of two higher education colleges. He was appointed to the government’s Libraries Task Force as its Chairman and received an MBE in recognition of his service to public libraries. In 2007, the University of Chester named their new library the ‘Broomhead Library’.

He is also Chairman of the Data Clinic, a national data recovery centre and a governor of the University of Chester.
