Philip Thomas

Philip is currently Associate Director of Transformation and Partnerships and Acting Place Lead in Halton.

He is a successful director with over 20 years of NHS and local government experience with a track record of strategic, operational and programme leadership covering health, social care and integrated commissioning, system transformation and complex change, strategic and operational planning, and service redesign. 

He is currently undertaking leadership roles in a number of Cheshire and Merseyside and Halton-based programmes. In previous roles, Philip has secured significant inward investment to support locality priorities, held senior leadership responsibility for commissioning Manchester’s Local Care Organisation, managed complex organisational change, and led Knowsley Clinical Commissioning Group’s (CCG) response to the COVID-19 pandemic.
